Mr. Richard Swengros is a retired Army Military Police Colonel who then served as a Senior Executive in the Department of Homeland Security (DHS) as Director of Training and later Director of Operations, Federal Protective Service (FPS), responsible for protecting nearly 9,000 federal facilities and campuses across the US and US Territories. He has extensive experience in law enforcement, security, emergency management, risk management, strategic planning, and leader and organizational development.

He has led change-of-culture operations and training programs that were instrumental in enhancing the professional development and multi-skilled capabilities facing our Army Military Police Soldiers in the Iraq and Afghanistan complex operating environments. He developed the FPS Protection Center of Excellence which included a seven-week FPS Inspector initial entry physical security and risk assessment training program designed to enhance skills needed to best protect federal buildings and campuses. He also developed an FPS leader training program which was highly touted and sought after by leaders across the agency.

He has coached and mentored military and civilian personnel for decades and is widely recognized as an agile leader, thinker, and protection and preparedness strategist and practitioner. He assists organizations sift through the noise of today and the fog of the future, to develop and implement risk management strategies. He has earned a Bachelor of Arts Degree in Criminal Justice from St. Martin's College, a Master's Degree in Organizational Systems from Pacific Lutheran University, and a Master's Degree in Strategic Studies from the U.S. Army War College.
