James Carlino

Dr. Carlino is a leading expert and trainer in the area of active shooter prevention methods, employee response training and security methods to prevent active shooters. He has a Doctorate in Business Administration with a specialization in Homeland Security Leadership and Policy. His Master's Degree is in Criminal Justice Administration with a concentration in Critical Incident Management. He is also a graduate of the FBI National Academy. Dr. Carlino has over 25 years of Law Enforcement Experience, 10 as a Police Chief. Prior to his 10-year appointment as a Police Chief, Dr. Carlino spent 15 years with the Atlanta Police Department. He has diverse multicultural urban police command experience. He served in a variety of leadership positions with the Atlanta Police including Patrol Commander, Detective Commander, Atlanta Airport Watch Commander and Olympic Planning and Operations Officer. He was at the Olympic Park Bombing when it occurred.

Dr. Carlino currently teaches for several Universities, including the University of Miami. With the University of Miami, he is part of an elite team of trainers that travels throughout the State of Florida and teaches Active Shooter Response to Police and Firefighters. This is a cutting-edge program thru the Miller School of Medicine combining police tactics and medicine to save lives. Dr. Carlino has developed numerous college level courses and served as a subject matter expert for other universities in the areas of criminal justice, public safety and homeland security. At these universities he teaches or has taught in their master's and bachelor's degree programs. Dr. Carlino is a United States Air Force Veteran (Firefighter) with a unit valor award. He also has current experience in the Fire Rescue Service. He currently serves as an elected official, a Fire Commissioner in Florida.

Dr. Carlino holds a Florida Department of Law Enforcement (FDLE) General Instructor Certification and also an FDLE Basic Law Enforcement Officer Certification. He has over 2000 hours of specialized law enforcement training. He has served in a leadership position with the Florida Police Chief's Association as Chairman of the Airport Chief's Committee where he focused on the advancement of active shooter training at airports. He developed one of the first successful active shooter programs for airports that was copied nationally. He has developed courses and trained hundreds of people in areas related to active shooter prevention and response.
