At KGH, she currently helps to develop products, both online and printed materials, for the Preparedness without Paranoia® program, which educates, engages, and empowers individuals of all ages to prepare for, respond to, and recover from active threats. Specifically, she has developed content for the online Active Threat Readiness course which educates the student on the four elements of the Active Threat Readiness Cycle: Awareness, Preparedness, Response, and Recovery. Each of these four modules, which are broken down into 15-minute segments, contain interactive content, supplementary audio/video recordings to emphasize the various teaching points, a Check on Learning Quiz at the end of each module, and a final exam to complete the course. To help educate the younger generation on preparedness skills and themes, she has also assisted in the development in the Safety Activity and Coloring Book for children in grades Kindergarten through 2nd grade. For this activity book, she worked with the team to develop superhero powers to connect awareness and preparedness skills and concepts into age-appropriate content for children.
She was the Program Manager for Adversarial Intimacy Exploitation (Active Shooter Modeling and Training) program. In this role, she maintained the project's scope and schedule, cost control, and quality of all services and products delivered to the Department of Homeland Security (DHS). She oversaw the development of materials for over 30 Active Shooter Preparedness Workshops (ASWS) each calendar year, to include briefings, case studies, and fact sheets. She managed the curriculum that was delivered at each of these eight-hour in person workshops to ensure that the program was in compliance with DHS standards. To support the Workshop delivery, she managed and led and team of 20 workshop instructors, logistics administrators, media specialists, and analysts located throughout the country. She also served as the day-to-day project contact and facilitated meetings with key stakeholders.
For each ASWS, she tracked, compiled, and followed-up on action items, workshop evaluation metrics, and reporting. She maintained a system for documenting awareness program achievements, tracking and measuring effectiveness, providing weekly, monthly, quarterly, and annual reports and recommendations or updates to strategy.
To ensure proper vetting and protocols were adhered to for all external and media products, to include both printed materials and original video content produced for the Active Shooter Preparedness website, she coordinated with the DHS National Protection and Programs Directorate (NPPD) Public Affairs and Infrastructure Protection External Communications departments.
Clare has a Bachelor of Science degree in Biology from Randolph-Macon College and has completed an additional semester of undergraduate work in marine biology from Boston University's SEA Semester Program.
